Not earth-shaking but we should not have to be checking this stuff at all. It is definitely an error on their part.

@amatino: This is not new. Some sort of international or currency conversion and just part of managed payments. I have sales from Sep 2020 with similar fees. Paypal used to have something similar, perhaps a 1% fee.
I cannot confirm that 1.65% is correct but it may be. I’m not shipping internationally but some of my sold items go thru freight forwarders and those orders usually have the extra fee.
I do ship to Puerto Rico which is international per eBay. Only some orders shipped to Puerto Rico get hit with this fee. Must depend on how the buyer funds their payment.
Possible ripple effect?
I noticed that eBay has charged for a few listing fees on March 1 for GTC items that should be included in my free listings. These listings renewed somehow in the first 3 hours after midnight. Probably has something to do with the glitch described above.

Just strange.
These were all items that should have ended on day 29, 30. Now they renew again on Mar 29, etc. So I guess eBay was correct to charge for them. Just strange.

what counts are you talking about in the eBay sold emails?Update: I see your 2nd uploaded image but there is nothing like that in any of my emails from ebay. Not for sales, nor for items listed. Must be a settings thing.
@toniwill: There was a thread on this forum last month with the same question. Seems like you just have to accept the return and eBay will provide a label for the buyer.

Our post office has a counter space where one can leave packages with eBay labels for ‘acceptance’. But they are hit or miss at giving timely scans on this. So we often choose to wait in line to get a clerk for timely acceptance scans.
Do you suppose we can use the kiosk to scan the items and then put them in the drop box? Often the drop box is too full. Then we could still get scans from the kiosk and perhaps but the items on that counter?
@toniwill: Be careful. Seems this is sort of a booby-trap with eBay. But I don’t understand all of it. Someone else in my family got burned as a seller with a similar situation.
I think eBay will send them a label if you accept the return. If you do not accept, eBay will refund from your account and they get to keep the item.
All my returns so far have been automatically accepted by eBay. But that is a set-up option. This is probably why I never see the same booby-trap.
Perhaps someone else can chime in. You should have a day or so to get it figured out.
The last name looks like it may be Kohler.
Perhaps the first word (or two) is the name of the piece.
And the initial might be an L for Lucartha.So my guess is: LUCARTHA KOHLER
With the name there is plenty of info on Google. She was a renowned artist in glass.
Perhaps you can determine if the signature is a match or not.

TeraPeak is free with a Basic store, a $21.95/month store subscription. Might be worth it for you because there are a few other perks like more “free” listings, slightly lower final value fees and free shipping supply coupons.
Don’t reply to the feedback just yet. You should call eBay first. If you reply it gives eBay agents another excuse to not remove. The sooner the better on this. Another agent may be more sympathetic after you explain everything. Maybe you can get it taken off. You can also call more than one time if you don’t like the first results. I would reply to it after all that.
As to your reply, find out how long the window for you to do so is open and then wait until it is lower on your first feedback page (25 entries). Because your reply makes the entry stand out even larger. I think buyer can also reply to your reply, so be careful there.
You can contact your other buyer’s asking for positive feedbacks and make several small purchases to push the Red Bullseye down the feedback page faster.
If you cannot get rid of it, wear it as a badge. In this case, perhaps bad buyers may see that they cannot bully you into refunds. Something like your “Buyer wanted refund well after my 30-Day Free Returns period claiming damage” says that.
@mickdog: Sorry to hear this. Hope eBay removes the negative for you. I think they should.
I was gonna reply here and remind you that buyer has 45 days after sale date to post feedback, But I figured you are not a newbie and already knew that.
Perhaps you could have given some kind of sympathetic and stalling reply to play out the clock on the feedback window.
Also there may be some info in buyer’s message(s) that give a reason for eBay to remove the negative. Examples are: 1) any threats about bad feedback or reviews, 2) any indication that a 3rd party besides USPS had possession of the item before they opened it, such as a neighbor holding mail or any possiblity of a freight forwarder, etc.
Look for any indication that they are not in the US.
If nothing yet in writing, you can always try messaging them so they have opportunity to disclose something that would help your case for feedback removal.
