It came in on my ‘buying ID’. Perhaps these are getting more predictable? Since there was also one the middle of last month.

Last year eBay did not do this for me.

These holiday surcharges are higher than they were last year. In some cases, significantly higher. And they begin two weeks earlier than they did last year.
I use calculated shipping for my eBay auctions. Last year eBay did NOT increase what they were charging my buyers for shipping at all.

I come here for encouragement, help keeping up with eBay and your positive attitudes.@Temudgin: The eBay PR/USVI quirks went away when I changed my test item’s domestic shipping from first class calculated to a fixed amount. The international shipping charges were already fixed amounts. I need to try a few more permutations when time avails. Thanks.
@temudgin: Thanks for your input. In regards to PR/USVI go to some of your own auctions and play with the country dropdown box on the Shipping and Payments tab. See if when you select Bahrain or Malta, it will display the shipping charges. But if you put PR or USVI (or Marshall Islands), eBay will put a message out that states: “This item will ship to Puerto Rico, but the seller has not specified shipping options. Contact the seller and request a shipping method to your location.”
Yes of course these locations have zip codes and USPS service just like 50 states. So perhaps it is an eBay quirk BUT
For some sellers, the above does not happen. So there must be myriad different setups for this. I am looking to find one that works for me.
And I am starting to recall why I limit buyers to US.
@lukastreasuretrove: thanks for your reply. For one of your auctions, select Puerto Rico or USVI as your destination “country” in the dropdown list and you may see what I am talking about. eBay doesn’t handle that very well and tells buyer to contact the seller about it. If buyer enters their destination with a US zip code, then all looks good. And since they may be signed in with eBay knowing their zip code, maybe they never need the dropdown box.
I am already leaning towards PirateShip for this. Perhaps I should enable my auction for just Canada as a starting point.
Still need more input from the SL hive mind.

Get eBay on the phone. You were threatened with a negative feedback in eBay messages. They should remove it. If the first phone rep cannot do it, keep trying.
Problem solved.
I got lucky on this. There is a miracle automotive product that I had used for years and still have a bottle handy. It solved the problem.
It is a petroleum-based liquid wax and goes by the name Liquid Lustre / Pink Wax. I think it used to be called Nathan’s Liquid Lustre.
I have been selling on eBay since 1997 and have a good-sized blocked list.
Last week’s new entry was a buyer who purchased the wrong computer part and then opened a SNAD return case. I immediately put them on my BBL. About 36 hours later Buyer messaged me stating that they “would like to try again, but I am not able to purchase from you currently.” and “this time I will read more carefully”.
No thanks. I block all buyers that give SNAD returns.
As far as potential buyers that make lowball offers or send messages that concern me, I check the feedback that they have left for others. Depending on their messages or feedback left, they sometimes end up on the BBL as well.

Update: I contacted eBay via chat. At first, the agent was clueless.
After some research, Agent also said that eBay has a team working to auto-refund others affected by the glitch.
They are supposed to issue my refund within 24 hours.
Also, per eBay website:
The FVF is calculated as a percentage of the total amount of the sale.

But I will if they don’t return the funds soon. It seems that the glitch has been corrected since June 4.
This must have affected many sellers. Doesn’t seem right that each one must call to get a individual correction, otherwise eBay keeps the extra fees by default.

For example, there are many categories with a stated fee of 11.7% for store sellers. If eBay charges 12.55%, this is harder to notice.
I am curious if any other sellers may add to this thread.
