The last name looks like it may be Kohler.
Perhaps the first word (or two) is the name of the piece.
And the initial might be an L for Lucartha.So my guess is: LUCARTHA KOHLER
With the name there is plenty of info on Google. She was a renowned artist in glass.
Perhaps you can determine if the signature is a match or not.

Don’t reply to the feedback just yet. You should call eBay first. If you reply it gives eBay agents another excuse to not remove. The sooner the better on this. Another agent may be more sympathetic after you explain everything. Maybe you can get it taken off. You can also call more than one time if you don’t like the first results. I would reply to it after all that.
As to your reply, find out how long the window for you to do so is open and then wait until it is lower on your first feedback page (25 entries). Because your reply makes the entry stand out even larger. I think buyer can also reply to your reply, so be careful there.
You can contact your other buyer’s asking for positive feedbacks and make several small purchases to push the Red Bullseye down the feedback page faster.
If you cannot get rid of it, wear it as a badge. In this case, perhaps bad buyers may see that they cannot bully you into refunds. Something like your “Buyer wanted refund well after my 30-Day Free Returns period claiming damage” says that.
@mickdog: Sorry to hear this. Hope eBay removes the negative for you. I think they should.
I was gonna reply here and remind you that buyer has 45 days after sale date to post feedback, But I figured you are not a newbie and already knew that.
Perhaps you could have given some kind of sympathetic and stalling reply to play out the clock on the feedback window.
Also there may be some info in buyer’s message(s) that give a reason for eBay to remove the negative. Examples are: 1) any threats about bad feedback or reviews, 2) any indication that a 3rd party besides USPS had possession of the item before they opened it, such as a neighbor holding mail or any possiblity of a freight forwarder, etc.
Look for any indication that they are not in the US.
If nothing yet in writing, you can always try messaging them so they have opportunity to disclose something that would help your case for feedback removal.

I checked back on a couple of transactions where I had issued small partial refunds due to excess shipping charges. Sure enough, eBay kept their fees on them.
If you don’t have branded coffee mugs for your coffee shop, you can start out with contemporary Fiesta coffee mugs. They hold 8 oz and have a nice style. I like the ring handle (Tom & Jerry). Durable. Multiple colors. Reasonable cost. Source them on eBay if you like.

If your Paypal balance was at zero when the sale came in, it would be impossible to fully refund from your Paypal balance when Paypal is keeping the 35cent transaction fee.
In this case, Paypal would have to hit your checking account or credit card in order to complete the transaction. This could take a several business days and during the holidays that might be up to 8 calendar days.
Even if you see a zip code, there is no guarantee about it. Buyer can enter a new address at checkout.
The buyer may have moved or buyer may want shipping to a totally different address for a gift, etc.

Worst case: 38 days. Atlanta to Memphis. Mailed 10/23/20, delivered 11/30/20.
Runner up: 27 days. Atlanta to Denver. Mailed 11/27/20, delivered 12/24/20.
Just got a USPS tracking update for one item that I had to refund. It was stalled since Nov 27. Item was shipped from Atlanta to Denver. No scan since Nov 27 but today a scan showed up in Las Vegas.
Hang in there. USPS is catching up!
Most of my items are not purchased for gifts but usually my buyers are in a hurry for their items. Almost ready to un-do my ‘Time Away’ setting.

@Zach: Good tip about the domain name. Seems like you are using SixBit software from one of your recent posts. I am a software guy and love SixBit myself.I don’t know about next year. But right now USPS states that First Class Package Service – Commercial Parcels still allows up to 15.999 ounces.
If you cannot get it on eBay, I just checked PirateShip.com and it is available there. So other label providers probably have it as well.

We used PirateShip today to send a priority package to relative. It is not a cubic rate package, but since I already have an account with PirateShip, this is one easy way to get a Priority label at a great price.
I agree with your analysis that PirateShip makes money by marking up a wholesale rate from USPS. And, eBay does the same thing.
In fact, shipping labels is a profit center for eBay. If you are not TRS on eBay the labels cost even more. So eBay must be making out on those.
