In this situation I would advise the customer that sizing models for a lines of shoes can change over time, and that could be the reason for the shoes not fitting. Then I would go silent, not refund their shipping, and if they give me bad feedback, call ebay. If ebay doesn’t remove it, I would respond to the feedback so other buyers can see.
I have seen a number of shoe reviews over the years (mostly on amazon) that talk about the sizing changing on some popular shoe (and google just brought up one such comment about dansko and sanita). Sometimes buyers message me before buying asking if the pair I’m selling are the “old” or “new” sizing, which of course I never know.
This doesn’t answer your question, but one thing I’ve noticed about Send Offers is that if I don’t have any pending (paid but not shipped) orders, the number of buyers that get sent the offer is higher than when I do have pending orders.

My guess is that maybe it’s not that cheap or easy to put branding on bubble wrap.
When I have enough boxes and mailers and tissue paper but still have a coupon, I buy the black/white round ebay stickers. I use them to cover writing and labels on reused boxes.

I’ve been using FedEx Home Delivery (whenever it’s much cheaper than USPS) and it has been working fine in terms of reliability and speed.
Eek. I think I may start taking screenshots of my fedex label purchases to check against when the invoice comes. I just checked my September invoice and see 2 FedEx charges, but I have no recollection of the prices that were displayed at the time I shipped.
It’s called a “bell pull”, and is decorative. This is (or was) a popular type of needlepoint craft project. My guess is that the end with the large ring is the top, and is used to hang on the wall, and the end with the small ring is what the bell attaches to.

The way it works in old school payments is that the buyer should have filed a “item not received” case and then you could have refunded from within ebay.
I think you might have to call ebay to get your fees refunded if you refunded via paypal, but I’m not sure.
I’m with you, Amatino. I don’t use promoted listings at all. At first I used it a little bit, just to take advantage of the promoted listing credit, but it was taking up too much room in my brain thinking about it and wondering if it worked and checking to see whether my credit was applied or not, so I stopped.

Since it’s been more than 7 days of no movement shown in tracking, ebay policy is that you should refund.
When you say you have a “claim in” to USPS – is this an insurance claim or a missing mail request? USPS posts the timeframes for filing lost package insurance claims here:

15 days for priority, so you’re just a bit too early.
Given all that, and the risk of the package arriving right after you refund, this is what I would do. I would send a message to buyer saying something like “Thank you for your continued patience. Please rest assured that you will get your item or your money back no matter what, b/c that’s ebay policy. It’s just a question of when. If you could be patient for just 2 more days, at which point I will be able to file a USPS insurance claim, that would help me not be out any money on this transaction. If you don’t receive the item in 2 days, I will refund your money.”
Worst case they escalate to ebay and they do the refund for you. That said, I’ve never gotten this far along in the process, so I don’t know if them escalating to ebay causes a strike against you somewhere. Luckily my string of “please be just a bit more patient” emails have kept the buyers at bay just long enough for the packages to arrive.
