Well, as usual, I find the answer right after posting my question. But maybe this information will be helpful to other people.
On the web page https://www.ebay.com/help/selling/fees-credits-invoices/fee-credits?id=4128 , it says:
You are not eligible for fee credits in any of the following situations:
- You refund the buyer outside of eBay (using PayPal to send money, for instance)
- You issued a partial refund to the buyer
- You or the buyer asked us to step in, and the case was closed with a refund to the buyer
I am glad that I found the answer w/o calling ebay, but I can’t believe that this is the answer for partial refunds. ARGH.

I like to respond immediately as Amatino describes, b/c I know that I would be really annoyed if, as a buyer, I didn’t get a response for several days.
If you click on “Respond Now” to the offer you received, the page you get to has a “Ships To” section which lists the buyer’s city, state, and zip code. It’s right above the “Make a counteroffer” button.
I was thinking about starting a thread just like this one – you beat me to it! 🙂
My longest delay of a package that was finally delivered is 16 days (Dec 7 – 23rd). Pair of jeans, in-state(!), INR opened, but buyer never demanded a refund, and gave me positive feedback in the end.
BUT, I have several packages still out there that could win this category. One package sent on November 30th still hasn’t arrived but is finally moving along. And I’ve got Dec 7th and Dec 9th packages still outstanding as well.
How about a second category – longest delay between tracking updates?
My Nov 30th package had no updates at all (not even any “arriving late” updates) from December 3rd to 21st – so 18 days! Can anyone beat that? 🙂

How long to keep before selling depends on whether the gift giver is aware of and ever looks at your ebay store. If they don’t, I put the gift up for sale immediately!
I got hit with the duplicate fedex charge last month. I called ebay 2-3 times, and each time the rep agreed that I should be refunded the duplicate (exact same amount) charge, and each time they kept me on the phone for a very long time while they “fixed” the issue, calling upon other people to help, etc, and assured me I should see the credit shortly. Never got the credit. I’ve now decided to just eat the $13.63 instead of spending another 30-60 minutes on the phone with them.
12/23/2020 at 1:40 pm in reply to: Late Shipment Report – Disputing or Automatically Remove – EBay? #84585Actually, Ebay’s announcement only says that they’ll give you an extra 2 days leeway in terms of getting the initial carrier scan, so what you’re seeing makes sense if your PO didn’t do the initial scan and then there was an additional delay before the next scan. Almost all of my packages have been and continue to experience super long delays, but I did get the initial scans on time (my PO is not overburdened right now) so I’m not seeing the issue you describe. Hopefully you can get these defects removed with the method gfd describes b/c it’s obviously not your fault and is a common problem right now.
eBay will acknowledge your products were shipped on time when any one of the following happens:
- Tracking shows a physical carrier scan any time within your stated handling time. Effective November 15, this includes an additional 2 days from the standard handling time window you’ve committed to in your listings to accommodate extended delays
- Buyer answers “Yes” to item arrived on-time when leaving feedback
- Tracking shows a delivery scan within the latest delivery date for the shipping service selected
I tried changing an address when printing out a UPS label earlier this week and it stopped me, too. Luckily in my case the buyer turned out to be some sort of shipping nerd and volunteered to do an address redirect in his own UPS account somehow, so we didn’t have to do the cancel/repurchase thing.

I wish ebay would just update their delivery date estimates to better reflect reality. Us trying to fix it via extended handling time just doesn’t even really make sense, b/c it’s not the handling process that’s the bottleneck.
Re: the info Jay posted about INR cases being put on hold for an extra 10 days, I’ll be putting that to the test tomorrow. Ebay sent me a message that I have to “handle” the case by then.
strange. I just created a dummy listing in a clothing category with 14 oz weight and it successfully listed it. Then I revised it to 15 ounces, and that worked as well.
PS – Temudgin, I think you mean TRS+, not TRS. You don’t need to have short handling time to be TRS, and with TRS you don’t get FVF discounts.
I don’t think I fully understand the difference between Time Away and changing handling time in terms of what they do.
My understanding is that a long handling time puts the estimated delivery date far into the future as long as you haven’t shipped yet, but once you ship, the estimated delivery date is revised to be based on the ship date, not the handling time. Meaning, if you have a 15 day handling time, but ship 1 or 2 days after purchase, then estimated delivery date is no longer 13+ days out. Does Time Away work differently?
