Yes, this has happened to me. It’s frustrating and unfair. It was explained to me that the buyer’s financial institution makes the decision, not Paypal. There’s no vehicle with with to make your case with the buyer’s financial institution. The buyers do receive reminder messages from ebay as the deadline approaches to return the item.
An ebay bookseller did this to me. It’s a game they play to buy a tracking number to look like they are shipping on time. I called ebay and showed them that a tracking number had been bought but never been scanned or moved. I got my money back.
A system that has worked for me:
Keep similar items together but in coded and labeled bins or areas, for instance Pants go in bins labeled P1, P2, P3… I label the bin “Pants P1.”
I use that code, like P3 as the last word in my ebay title.
Rarely do I mess up a code in my title, but if I do, I will find it eventually if it’s pants in a Pants bin, dress in a Dresses bin, etc.
It takes me only seconds to go straight to the correct area and retrieve my item for shipping. I have other codes like GR for the garage, where I keep furniture, etc.

Jay is right. If the tracking shows the item is received, you will win the case on ebay or Paypal.
Yes, I am having the same problem. It also was happening the other night during the technical issues with item specifics.

Jay, when I was expressing concern to my husband, he said I should do an experiment with Promoted Listings and any of the other tools Ebay provides. I resent paying ebay extra, but I realized I needed to humble myself and try everything.
He also suggested maybe I need to advertise some of my stuff on Facebook or Google ads. My sister is a Marketing Director for the company she works for and she says it drives her crazy that I am not doing more on social media. I spoke with another vintage clothing seller recently who said one person she follows on Instagram has such a large following that whatever she posts sells right off of Instagram.
I’m slow to change but I thought instead of worrying and feeling lost, I need to get smarter and maybe try some new things. But I haven’t made a decision yet about ramping up my advertising efforts.
Thank you for the replies. You all make great points. Jay, my gross sales have been down significantly since last year, even though I’m working harder and being more selective about what I source. I listen to you and Ryanne faithfully and read these forums. I want to solve my income loss, but am not sure I even understand what has happened. I know there’s downward pressure on clothing prices and even retail stores closing. I listen to other business podcasts that mention your “target market” and realized I don’t even know what mine is.
P.S. All my metrics are good: 100% feedback, shipping on time, low defects, etc. I’m a Top Rated Seller
I hope I don’t sound like I’m whining — I know my success depends on me. I recently started using Promoted Listings and I think I may need to run more sales. I added free shipping on some items and it seems to have helped.
I think putting your store in vacation mode is the easiest and most flexible way.
Yes, when you go to ship, all flat rate USPS options are not listed. I called ebay and they said they are aware of the issue.
I’ve been having lots of other technical problems too.
I had entered dimensions and weight for an oversize item. They charged the buyer $31 for parcel and the calculator said it would cost me $67. I called ebay and they agreed it was the calculator’s fault and gave me a credit for the difference. I am also seeing a general problem with the shipping labels interface where not all options are listed, like the only “Carrier Packaging” being once choice, not all possibilities.
I seem to remember hearing on the podcast that some international buyers intentionally ask for an invoice because it kicks the order out of the Global Shipping Program. Since I heard that, I never send invoices to GSP buyers.
