I use Stamps.com and am able to print out APO postage there fine. How about printing it out at USPS.com? I used to print out postage there all the time.
I usually set my items 16 oz or less at first class postage and upgrade it to priority mail if the order is over $20.00, for that free insurahce. I don’t send the customer an email telling them of the upgrade, but I do have a lot of feedback commenting on my fast shipping.
Box has to say “Flat Rate” on it to ship it using flat rate.
Yep, it’s supposed to go ground if you use USPS. I’ve read that FedEx rules do not exclude shipping perfumes by air. Perhaps you could try shipping it FedEx?
They were issued together so I would sell them together. The price I quoted is for both of them.

So I would say it was published/printed in the 1960’s. As for a value, I couldn’t find any comps for you, but if I had it I would price it around $50 to $75 and see what kind of offers I got on it. None of the listings that Mike found for you are for this exact item.

I use Stamps.com. They offer the same discount as Ebay does plus you can print out a Scan sheet/manifest so your carrier only has to scan the one bar code and it scans all your packages at once.
Had something similar happen to me. I ordered an item off of Ebay and used an Ebay gift card to pay for it. Post office says it was delivered. My mail is delivered to my business at the front desk to me personally so no chance of someone stealing it from my box or front door. I did not receive the package. I could not get anyone to take responsibility for it. Vendor, Ebay and PO all said it was delivered so I was SOL. I was not very happy with that transaction at all. So I don’t know if my postal carrier kept it or dropped it off at the wrong address or what.

And What was it? #8727I’ve sold quite a few books to authors, on the top of my head, Carolyn Hart, Joan Hess, Lorenzo Carcaterra, WEB Griffin & the Charles Schulz family. Sold a batch of books to the Getty Museum and to the Mort Walker Art Studio (Love that Beetle Bailey! They even sent me an original Mort Walker drawing in return. Sure made my day!)
If I notice it an order is going to someone I admire, I will include a little fan letter. Most of them respond in kind with a nice note. So I have a nice collection of letters from some of my favorite authors.
We make our own mailers by cutting down large size boxes. You need plenty of cardboard to keep the LP from breaking. We usually ship them out media mail because they are usually over a pound so we can’t ship them first class.
I’ve been having the same problem when trying to upload photos when I’m on Chrome. Every now and then I can get it to work but rarely. I’ve switched to using Mozilla to upload photos to Ebay. I realize this doesn’t help since you use Mac.
