Yes, it sounds like feedback extortion to me. Several people in this thread said the same. If you used the request form, and they found in favor of the buyer, then I would either call eBay directly or contact the “eBay for Business” group on Facebook and try again.
Just be careful and don’t let your emotions dictate your argument. Only state facts. Something like “Buyer purchased and agreed to pay for return shipping if he wanted to return it. Buyer complained about color and returned item. When the shipping was not returned, he stated that we could come to a mutual agreement or he would leave negative feedback. When I refused to return shipping because of our original agreement, he left negative feedback. That is feedback extortion. Please remove it.”. You might want to give the exact message (maybe date & time) and cut and paste his exact words for both the extortion and where he said that he would pay for return shipping.
Don’t get into the weeds about why he returned it, the overexposed photo, how many times he contacted you, etc. That is immaterial to your case. eBay doesn’t want to hear about the drama (as Jay mentioned above).
By the way, there is a whole argument about how color isn’t a good reason for an INAD (unless you promise something blue but deliver something red). Mike from Atlanta has given a very good explanation about how people, cameras, and computer monitors all see or display colors differently, so light blue is a good enough description. I wouldn’t mention it, though, because it isn’t why you are asking for feedback removal.

1-4 oz
4.1 – 8 oz
9.1 to 12 oz
12.1 to 16 oz
It doesn’t matter whether your package is just into one of the price ranges or at the very end, you just pay that amount. If I weigh something, and it’s 3.2 oz or whatever, I’ll just put in 4 oz.

I have to say, your challenges really do inspire me. I got those listed because of the Monday Madness challenge, and I’ve purposely bid on holiday items so that I could participate in the Christmas in July challenge.
Can you give yourself back that point? Or, take one of mine!
In the bulk shipping page, you can change the weight, switch between parcel/priority, and so on just as you can do with each one individually.
I have noticed the changes to the packing slip in the past few weeks. Normally, when I have more than one item to ship, I’ll use the pick list, and then cut that up for small packing slips. More recently, since sales have slowed down, I will have only one package to ship, so I use the packing slip instead.
I do like the customization that they have added, but I don’t see anyway of adding your own messages. Is there a way to do that?
I really don’t care to make mine particularly fancy, but I can see how some sellers would like to see their store graphics added in addition to the ebay logo.
Not sure why some parts are loose.

Your story is a bit confusing. You say first “He gets it, wants to return it, and does.”, but then say “he says that he will not return if”.
If he opened a return, but didn’t send it back, then you have no reason to contact him at this point. If he didn’t open a return, then consider one of IndySales statements. Jay & Ryanne had a whole podcast discussing this strategy.
If he leaves negative feedback, you can use the feedback extortion to get it removed.

When our children were toddlers, we realized that we needed to have life insurance that was not connected to our jobs. About six years ago, I lost mine (which is why I do eBay), so, if something happens to me, my husband will have additional money so that he doesn’t have to make any irrational financial decisions about the kids or the house.
By the time our insurance policy ends (10-15 years out at this point), the kids should be (better be) out of the house, and we will have downsized. We won’t have any dependents, will be retired or close to it, and will have our savings/pension/social security to fall on. We won’t need insurance at that point.
I hope you bought term life insurance. Any of the insurance that includes savings is bull crap, unless you are someone who can’t save money otherwise (and I know you two don’t fall in that category).

Are you already awarding the Monday Madness points? I thought I had all day to post?!!?
After I told you on Sunday that I had too busy on Monday to list anything, I went and did a bunch of photography the one hour before I needed to get ready for bed. Then, in between appointments and meals on Monday, I managed to list 9 items! And four of those were Christmas to add to the July challenge!
I managed 20 listings this week including two Chanukah bringing my total to five. I bought a few Christmas items in online auctions, so I’ll have a few more to get through this week.
@Amatino – Sounds like a fun challenge, but I have like three appointments I have to go to tomorrow! Nothing for the rest of the week, just Monday. I’ll try, but I’ll be happy just to get some photography done.I did several searches using “pre-columbian” as a key word. I think both look that way, but most of what I am finding also look Mayan, which mine do not. I did find a “pre-columbian bird whistle”, but it wasn’t as primitive as the one I have or the one you found, so thanks for that.
I am sure that all these “pre-columbian” statues are not actual antiquities. If they were, they would be worth thousands. To CMA, I would probably call it “pre-columbian style” and put in the description that I assume they are modern renditions.
The human (I assume female) statue is definitely stone. The bird might be pottery or stone. It’s hard for me to say. It is not an actual whistle because the hole does not go all the way through.
