I have discovered that every time a buyer responds to an INR case it opens it back up even if you have uploaded the tracking number and the message is just “ok” or “thanks” or such. To keep it as “awaiting buyer’s action,” I upload the tracking number without putting a message then sending them a message through the regular messaging system in hopes they will reply that way. Otherwise, you have to keep uploading the tracking each time they reply.

I assume they will also charge store subscriptions to the invoice amount at the end of the month.
Just following up on this. I emailed eBay merchant support and received this response:
After review of the case details, I was able to confirm this customer never made payment on the transaction. With this in mind, this transaction does not qualify for the eBay Money Back Guarantee. As a result, we’re unable to take action on this request for yourself, or the customer themselves. With this said, there’s no further action you need to take at this time as this case will time out automatically after 21 business days.
So the same thing the rep told me on the phone. At least I have this in writing if eBay somehow sends money to the buyer or I receive a defect.
In the message portion of the case, the buyer indicated that they wanted me to remove the unpaid item strike they got, which I cannot do of course. The buyer also said that I sent them an offer that they rejected which is untrue. They sent an offer to me, and I accepted it. They never sent any messages to me. I blocked the buyer as soon as the unpaid item case closed.
After I hung up with eBay I started wondering why the rep didn’t just close the case since he said it was clear what had happened?? He said that it seemed that the buyer was trying to pull something shady and that I shouldn’t even send the buyer a message.
I had something similar happen last year. I had an eBay rep who said it was her first week of work. I tried contacting the buyer who ignored me. So I called eBay in the final hours I had for the return. The new eBay employee said she would close the case in my favor. I hung up and it was immediately closed in the buyer’s favor. I tried calling back and appealing. They wouldn’t appeal it. It was a heavy item. I ended up eating about $80 in shipping and I still have a defect on my account. I think I will just accept the return, refund through the case and then call eBay to appeal the shipping afterwards.
LAwoman, how are you going to handle the refund when you get it back? I know there is a way to dispute within the case but that never goes well for me. And if you just refund the purchase price in PayPal, it doesn’t close the case. I’m looking at about $25 in shipping between original and return.
How did you handle this on the eBay side? I also have a return request where the person has said they want to return the item because it doesn’t fit, but chose “doesn’t match photos or description” as the reason. What is the process? Accept the return and then what do you do when you get the item back so that you aren’t stuck with paying for shipping?

Yes the eBay site has been slow for me all day and I couldn’t get into “My eBay” this morning but can now. Search is still slow for me.
Not a barrier to listing more, I just would have liked to have saved that $900. I just went over my July invoice and compared it to last year. Paying for listings plus the 50% reduction in the top rated plus discount is significant, at least to me. The amount of insertion fees I paid plus the TRS reduction cost me $137 more for July than I would have paid with the 20% TRS discount and free listings.

My opinion is that it depends on the item you are selling/buying and using common sense. I am divorced with young children and no longer use Craigslist unless I have a male friend with me. If I am selling something, I move the item to my driveway, which may be work but worth it for peace of mind. I consider what kind of person would be interested in the item I am selling, as I have sold a few things that brought some people that made me uncomfortable (electronics, tools, guitar). I had my vehicle broken into and items stolen less than a week after one of these transactions. It may be a coincidence, it may not be.
As a buyer I consider how the listing is written and what kind of communication I get from the seller. I don’t feel that meeting in a public place necessarily helps with the safety factor. Some of the Craigslist robberies that have happened in my city were in public places. It seems that most of the robberies involve cell phones and other electronics.
I would be ok with buying or selling higher-end exercise equipment and furniture.
I have also decided to start selling on Etsy. I have several thousand items on eBay and I’d say 75% are vintage or antique. I’m mainly doing this because eBay seems to be heading more towards an Amazon type of marketplace and less about vintage, collectible or one of a kind items. It just seems to make sense. The hesitation I have is that Etsy seems to require elaborate descriptions and packaging. When I have personally ordered things from Etsy, they have come wrapped in beautiful paper and stickers and ribbons. Those things are lovely, but also time consuming and an extra expense (and also not something I’m good at, I’m not crafty.) I’m wondering if it is necessary for lengthy descriptions and beautiful packaging to be successful on Etsy. I also agree that the social aspect seems odd. It sounds like an extra chore, not something I would enjoy.
So the buyer never responded, and I was able to close the “case.” However, closing the cancellation case didn’t actually cancel the sale or refund the buyer though. The whole process was pointless. It is still giving me the option to ship and is still appearing under items waiting to be shipped. The message I got when I closed the case said that the buyer can no longer contact me about this item. There is no way to refund the buyer in eBay at this point. So now I’m wondering if I should refund through PayPal using the original order (which I’m afraid will give me an out of stock defect because that is what happened once before), or just send her a direct payment (which will leave the item still hanging out in items awaiting shipment and leave no eBay trail.) All the eBay reps I have spoke to don’t know why it opened a case in the first place, so I’m hesitant to take their advice especially since I’ve been burned couple times this year by following the reps’ advice. I’m just trying to think through the possible outcomes on my own before doing anything.
