I was thinking of talking to places like shoe repair shops, dry cleaners, Laundromats with a drop laundry service about buying their abandoned inventory. Most of those places don’t have a for sale section so they need to get rid of it somehow.
Not sure on the tire tool idea that is a possibility. I am a leather worker and a novice wood turner and it could be a texturing tool for either of those trades. If it looks like it may have had a wooden handle on it at some point then I would say that is what it is for sure.
