Using wordpress.com, it’s very difficult (if not impossible) to change the structure of a given theme. You can change colors, image and (sometimes) fonts, but you are limited to the underlying structure of the theme. The advantage is that you can switch between themes very easily to find one with the features you like. IIRC, they have a pretty good filter system and you can select a theme based on the features available.
I don’t know that details of everything you are trying to set up or what service this person is offering, but his rate seems incredibly low and the hosting site seems incredibly high. Does that include the template or do you have to purchase a template as well? Unfortunately, any answer probably comes with some caveats. You should be able to move any template you purchase to any other provider, but it also depends on how you purchased it. Your content (posts, pictures, etc) should be yours as well, but the template is what will give the content the look and feel you are looking for.
With regards to the hosting, I’ve set my most recent WordPress client on SiteGround and been very pleased. Their customer service is top notch and have been very responsive any time I’ve had a question. Full disclosure, while I built the site and custom template, the client has not actually started blogging so there is no traffic and I cannot verify firsthand how well it works (or doesn’t).

You can delay a label from being created by requiring an Return Merchandise Authorization (RMA). This gives you the option to create an RMA before issuing the label. I’ve used this a few times to either offer a partial refund, a full refund for INAD, Damaged/Defective, or when I want more clarification on a return reason. We had the exact same thing. Got a ton of high-end makeup, listed it at 10x what we bought it for and it flew. It was pretty awesome. We listed all of it at once. Or at least as fast as we could. There were days when we had several orders for various quantities of the same item. I wouldn’t bother with listing limited quantities because it can really become a hassle. Depending on what it is, I would list in quantities of 1 and let buyers decide if they want more than one. And with eBay’s new volume pricing options, it could be pretty easy to encourage multi-quantity sales.
In contrast, we also got some nail polish and tried selling it in pre-defined sets. I don’t think that sold nearly as well. But it is also not as popular or high-end as the makeup we sold.
I think that you probably enabled the PayPal Billing Agreement and/or set eBay shipping as a pre-approved payment. If you leave this disabled, you should get the payment options screen back. This is what I’ve done. Its kinda annoying that I have to select a payment method each time I go to print a label but the rewards make up for it in my opinion. I also use the same rewards cards to pay my ebay invoice so those rewards can add up quickly. We are a relatively low volume seller but it still works out to around $20 a month. With this method, you can’t use the bulk shipping tool, however. That tool requires that you have eBay Shipping enabled as a pre-approved payment.
To disabled the pre-approved payment, log in to PayPal and go to settings (the gear in the upper right), then click Payments and then click the “Manage pre-approved payments” button. There, you can disabled eBay Shipping as a pre-approved payment.
There is another way to do this that involved having two PayPal accounts: one for receiving Payments and one for paying. The one for paying had to have a $0 balance like Ryanne described above. The last time I looked into it, the instructions were more complicated than I wanted to deal with for the few sales we’d do each day.

I’ve been listening to the podcast for a while but this is my first time posting. The link that Ryanne just provided can show you all of your active listings as they currently are. However, you can use this to identify your listings that are affected and use those ids with the tip above #43337 to get the cached version of the page and download the images.
I took it a step further last night and built a Chrome extension to automatically download all of your images from that cached version in a single click. I was able to get 17 listings worth of images in about 20 minutes. I haven’t re-uploaded them to my store yet but they have all been downloaded to my computer.
I haven’t published the extension yet but I wanted to get some feedback first. Is it acceptable to offer this as a paid extension? If not, I apologize. If so, what would be a fair amount to change for this? If you would pay for it, are there any other features that you would like it to have? I don’t want to be the digital equivalent of an ambulance chaser but I’d like to get paid for my work.
