I figured it out.
When creating a new listing, my Shipping Calculator for UPS auto-defaults to In Store Rates ( FedEx defaults to Ebay Rates).

FYI…Just went to ship an item and UPS way WAY higher than FedEx.

So I called Ebay and apparently this is an ongoing problem they are working on. Rep said there are actually 2 ongoing issues:
1.Global issue
2. Individual Account

Rep put a ticket in and said it should/would either be resolved or I will be contacted by Monday.

I’ll update w/resolution.
