I got a counteroffer of $39.90 from a buyer recently for an item I had listed for $45. I didn’t remember sending an offer to any buyers for this item, but I was happy to get the offer and accepted the $39.90. If I did send an offer it would probably have been for at least $5 less than the asking price — $40. So it seems odd that I got a counter offer of $39.90. Anyway, I wanted to see what offer I had made that was countered with $39.90, but I couldn’t find my offer anywhere. It seems that once you get a counter offer you can no longer see the offers you made. If anybody knows how to find the offer history for an item after you get an offer from a buyer, please let e know.

So a couple things, if you use the send offers to buyers tool on mobile app, it recently changed to default to “allow counter offers”.
Secondly, the offer history is broken in the apple mobile app. I have asked MANY times to get this fixed. I don’t think it ever will. You have to review the offer on the desktop site in order to see offer history.

I can’t seem to find anything on eBay where I can see any history of offers from buyers, except for unsold items and stuff I purchased, or made offers on.

I agree. The offer history used to be there, but now part of it is gone. In particular, the original offer you sent to the person who is now sending a counteroffer.

Even tracking this with the eBay API is borderline impossible. I’ve never been able to reliably pull this data from them – it randomly disappears, changes IDs, etc. Total mess. It should be a flat list of offers sent back and forth, but instead it’s this weird, overly-complex system that I’m sure even the eBay devs hate working with.

Sometimes I think making offers to buyers is a big waste of time. Ok, sometimes it can kick-start a sale. But it has drawbacks, besides eBay’s poor implementation and being kind of a time sink chore: obviously it lowers item profit by lowering the final sale price; Interferes with seller being able to edit item details, such as handling time or shipping details; and sometimes leads to frustation with non-payers.
Recently:
On my buying ID, I put an item in my watchlist and seller sent me an offer. That was sort of my intent. But I only happened to see it in my notifications (with the bell). Absolutely no email and no eBay message either.Seller’s offer was still a bit high for me. But I cannot dismiss his offer nor counter-offer against it. The only option is Accept Offer.
Checking the item from another ID shows that it has best offer enabled. But from my buyer ID but I cannot enter another offer. Perhaps when seller offer expires (48hrs).

Update (eBay buyers can be weird)
Just to wrap things up I thought I’d let folks know the “buyer” who made a $39.90 counter offer for my item (camera lens) sent me a message saying: “I didn’t bid on this as I’m selling one of my own,” which is strange because I wasn’t running an auction, plus, how would I get a counter offer if he didn’t sent it? A few minutes later, he sent a message saying: “I have no desire to own this lens. I’m sorry please cancel this order.” Of course, I simply cancelled the order without responding and the item was automatically relisted. Oh well, back to work. -

If you’re looking for offers sent or received on an item, use this link and replace the 99999999999999 bit at the end with the item number of your listing
https://ofr.ebay.com/offerapp/bo/showOffers/99999999999999
I have no idea why ebay hides this info from us.
I regularly get messages from buyers saying “sorry, I missed your offer. can you resend it” and without this link I have no idea what I might have sent them (via offers-to-watchers usually).
