I don’t really understand you’re issue. The sequence of events is confusing. Are you asking people here a question?
We find that unless we can explain a situation with absolute clarity. eBay and Paypal reps will shut us down.

That is just Paypal cust service general number. Goes overseas.
Amusing thing is the agent would not let me file a claim for seller protection – and he says that item is covered – because it does not “show delivered”.
You are covered under seller protection for “Items Not Received”. So when does one file a claim? Agent could not answer, tells me to contact shippers.
Guess i need a mgt/supv. or someone in USA would be great.

How did you ship to India? If there’s no tracking, then there’s no way to guarantee the item was delivered.
If there’s no conformation of delivery, Paypal or eBay will not protect you.
Using international shipping without delivery is taking a risk. This is why we only use the Global Shipping Program. Maybe more expensive to the buyer, but it covers all the bases.

1 (888) 221-1161, is the number found on google that i have also used several times, never got an agent overseas, always reached a US rep.

Mail gets lost/stolen, and wont say delivered.
Seller protection does not require showing delivered:
“You must provide proof of shipment or proof of delivery as described below.
Establishing proof of delivery OR proof of shipment”Proof of shipment
Online or physical documentation from a shipping company that includes:
Date of shipment
An address for the recipient that matches the shipping address on the Transaction Details page
An address for the recipient showing at least the city/state, city/country, or zip/postal code (or international equivalent). -

that’s the problem. item is covered for seller protection per paypal rep.
talked to a oversea’s rep, and talked in circles about this/that. case was not showing closed from ebay over on his end. tells me i have to talk to shipping company. i tell him its lost – been 6 weeks, and dont need to per seller protection – as it’s covered for items NOT received – i.e. lost/not delivered, then he says ebay case not closed. circles.
try again next week or later. been 6 weeks, but might still show delivered – i guess you have 30 days to appeal a ebay closed case. that doesnt work, will try paypal again, and hope i get US agent.

OK, I just read the user agreement at

and the problem is that you are reading the requirements for seller protection coverage for “Unauthorized transaction” cases. But what you have is an “item not received case.” When I look at the requirements for item not received cases, it says that proof of delivery is required. Proof of shipment doesn’t help for this kind of case. So basically they’re not covering you for situations where packages get lost in the mail and you don’t have tracking. -
