We all wish eBay were more transparent about Send Offers to Interested Buyers. Perhaps they cannot tell us because the parameters change all the time.
I have several eBay IDs. I sent two offers to interested buyers and ended up sending offers from one of my IDs to another (my Buying Account).
eBay selected these items for send offers only because my Buyer Account had clicked on the listing in order to check & see how it looked once the listing went live. Items were definitely never put on a watchlist or into my shopping cart; just viewed. Buying Account found the offers in the ‘Alerts’ dropdown. Never got an email or message.

eBay did say that they added in other interested buyers (other than just watchers) to the offer list. Did you just click on the listing once or several times? I believe someone mentioned that an interested buyer would have to look at listing several times before an offer would be sent.
I hear you on the notification. When I get a counteroffer, I get a notification on my phone, but NO notification on the desktop. To accept the counteroffer, I have to go into eBay messages or click on “review all offers” or go to the notification on the phone app. It would be much easier if I could click on the notification bell on the desktop.
Talking about those desktop notifications, I noticed that the color changed to red. I haven’t had too many notifications since the color change, so I wonder if I will get different colors for different things (for example, a message vs a sale).

If you go into Communication Preferences in Settings, there is a setting on whether you want to get an email when you receive an offer from a seller (“offers to buyers”). I was getting tons of these offer to buyer emails for items I was just watching as a seller, so I turned it off. Now these offers just show up under the alerts bell when I’m on the website.

Not sure if we changed our settings correctly, but we now get messages in our inbox when watchers decline the offers we send. Just got 20 of them all at once.

I’m suddenly getting messages for declines on offers I sent out also. I didn’t do anything to my settings. It seems that eBay just changed something and now I’m getting decline notifications. I don’t particularly care for this new feature. If there is a way to turn this off I’d love to know about it!

Yea. This notification for offers declined thing has got to go. It started yesterday and its very distracting and to be honest I don’t want to be reminded that someone declined my offer. I like to offer and forget it!

Yesterday I looked at an item, several hours later I received an offer to buy at a 15% discount. I didn’t click to watch it, just looked one time.
It might work as I’m now seriously thinking of buying. It’s a 48 hour offer, perhaps I’ll let it end and make a lower offer now that I know the seller is open to a reduced price.-

I’ve talked with a few buyers who I sent offers to. I do NOT check the counter offers button on sent offers.
Sending an offer blocks me from editing the listing. It also blocks the buyer from making any offers directly on the listing. I assumed that checking the box wouldn’t allow them to respond directly to the offer with a counter. I thought they would still be able to go to the original listing and send an offer.Keep that in mind when using this feature.

These “declined” offer messages are really annoying. Considering the batched way they are coming in, they are more likely just ignored offers that have expired after 48 hours. I don’t believe there even is an option to decline an offer that was sent in this way?

I’ve been getting these declined offer notices for about two weeks or so. I didn’t get a sudden “batched” group of messages, so I must have been in some sort of beta thing. I don’t get one message per offer, so I assume that they are from buyers who actually chose to decline the offer rather than just let them expire.
In general, they have no use and are just annoying. I can’t imagine getting a bunch of them at once.

ah, mine was under another sub menu called Seller and then another tab called Best offer (it’s basically in two different places) ebay!!

From something I saw last night on Facebook, eBay received a number of complaints about the notification of declined offers. They have now turned that off. I think that applies to the phone notifications, but I don’t know about the emails.
