I ended up picking this up in a lot of other items on a whim as it looked kind of neat and appears to be made of brass – but I have no clue what it is and have come up with nothing after trying to describe it on google for the bast 45 minutes. Hoping someone in the community might be able to help:

I don’t really know what it is, but it reminds me of the thing in the center of a roulette wheel.

The top flips open – i was going to attach a second photo but i was having issues just getting the first to upload (caveman computer skills)
I should have also included that the top spins — yea kind of like a roulette wheel. With the roman numerals going around in 12 spots i was thinking it looked like almost a sun dial – but i have no clue. Anyway yes did try google images and was only coming up with wheels.

I can’t tell how big it is, but it may be a pocket sun dial, depending on whether that bit on the side can be used to make a shadow in some way.

It is most definitely not a sundial. The “hours” if that is what they are, are equally spaced – meaning it would only work as a sundial at the north or south poles (not much market for those). Sundials are calibrated to latitude but they will have irregularly spaced hours.
It looks to me like it could be part of a wind-up timer, like an old school kitchen timer but a 12 hour version. You would set it by twisting the compass star. But that’s just a guess. Also plausible that it’s part of an astrolabe or similar instrument, but you know, if you hear hooves think horses not zebras.
