Just an FYI.
If you’re dealing with offers, always check their username against the ones on your block list. A buyer has used this workaround to knock the same item off my store twice now. I also think there’s something going on with offers that have a payment method attached, as I believe the second offer I got from this person had one attached, but still went into non-payment. I can’t remember if this was the case, and there’s no evidence anywhere on eBay that payment methods were on file, but it’s worth keeping in mind.

There is a toggle at the bottom of the blocked bidders screen — Don’t allow blocked bidders to contact me. Do you have this setting turned on?
If you don’t, this might be the solution to your problem. If you do, I’m stumped.
