The middle kanji is similar to, but not identical to, “spirit” (some difference in the ‘asterisk’ at the bottom left). So “year spirit water”? Maybe it’s a bad translation from Korean to Japanese 🙂
Back in the 1980s I found an Everards beer mat in a bar I was sweeping. About 2002 I put the beer mat on auction on eBay, starting at 99p. After a couple of days I checked, and found it had been bid up to £90. Got a message from one of the bidders, saying it was a rare pre-war beer mat and that he confidently expected it to go higher. It sold for £220.
Really thick cardboard, if you were wondering 🙂 I suspect the enthusiasm was something to do with the real ale revival at that time- sold a load of pump clips from a skip then, and I doubt now whether they would sell as well.
Maybe Art Deco Period- I was thinking of that period because of the way the artist signed- reminds me of American railroad logos of the 1930s, like the “Southern Pacific” font.
That collar’s pretty impressive!
Looks like a watercolour, with some gouache (opaque watercolour). The signature has a 1920s or 1930s Art Deco feel. I’d leave it in the frame, unless you’re really curious about the newspaper that’s behind it!
Stuff I’ve learned in the last week:

“Berços e Alcofas” on one site gets translated as “cradles and canteens”.

What happens if you turn up at a GSP hub with a parcel? Can it be dropped off? Or do they only allow lorries (trucks) to deliver.

I get to see probably 30 to 50 “works of art” every week at Arthur Johnson’s in Nottingham, and although I see plenty of crap art I can’t remember seeing anything I’d class as “outsider art”. So maybe there’s a matrix- on one dimension “wackiness”, on another “closeness to the art establishment”. If your art’s really wacky and the art establishment think you’ve got communicable skin diseases, then you’re an outsider artist.
The writing on the left is (I think) Hirigana, with Kanji in the brackets, Kanji on the right and the big characters aren’t Manchu (which is what I thought it was). Top character in the brackets is “year”.
Ah, right, I was wrong about the “hoods”. I was thinking, French horses, ooh la la!, only one thing on their mind, have to wear hoods to stop them bolting if they see a filly in the distance 🙂
Worth checking exactly what the buyer is being charged. I’ve moved over to a mix of GSP and “roll your own” after some buyers were charged ridiculous amounts, like 20 GBP for one magazine from UK to Canada. For example, got some single coins listed at auction starting at 1 GBP; the GSP shipping was £15, whereas Royal Mail signed-for was £9.50.
I gather paintings with lots of dirt and grime do much better at auction than the same paintings cleaned up! (Bendor Grosvenor’s “arthistorynews” blog) That’s a really nice painting- the horses drawing the bus are wearing hoods, which seems to me a kind of “actualité” that no forger would think to put in.

The cartoon of the parade is nice- reminds me of one a friend got when she retired (as a scientist working for British Gas!)
