I offer combined shipping with my Site Preferences set to “Combine Item Weights.” Lately ebay has been combining multiple purchases that each have a flat rate box or envelope selected into one box that all items will not fit into.
For instance, someone bought 2 listings of magazine lots that I had said would be shipped in a Medium Flat Rate Box. He was only charged for one box, but his order of two lots of magazines don’t fit into one box and I had to pay for a 21 lb box of magazines.
I’ve looked at my settings and see no way to create an exception to the combined shipping rule. Does anybody know how I can fix my settings?

My understanding is that combined shipping discounts and flat rate boxes just don’t work together well, as you have experienced. I think this may be one of the reasons that J & R don’t provide any up-front combined shipping discount, but rather refund the buyer later if there is a big difference in what they paid vs. what it cost to ship. I myself also do not offer any up-front discount, particularly now that ebay is auto-combining orders. Have not yet encountered a case where I felt the discrepancy was so big that I wanted to refund the buyer anything.
Wish I had a better answer. Maybe someone else will!

I posted about this problem before. I called Ebay and the foreign rep told me they are super fine with the buyer being undercharged. I haven’t had time to go back and review all of my multi-quantity listings but need to because found count off on one. There is so much going on with Ebay – temporary issues – that begs review. I only got Smartpost off half of the listings after the rates shot up. Haven’t fixed the missing photos yet. I’d rather just focus on creating new merch. Love selling on Ebay but… sigh.
