I participate in GSP and have no alternate shipping or excluded countries.
I had a potential buyer contact me from Britain to say “will/do you ship to me”
I looked at the listing that they wished to buy and clicked on shipping/payment tab and it had a huge country exclusion list.
I tried to revise it…tried sell similar. Still had exclusions.
Went to Business policys/shipping made sure there were no excluded countries.
Looked at the Shipping policy…no exclusions.
Talked to eBay for and hour….no help there….we visited the same places for revising shipping policys.I Finally remember that earlier this week I had made a separate shipping policy for 1 item that I did not want to ship out of the country and I checked exclude countries… could that be it?!
So I went to that shipping policy and revised it (and eventually deleted it)….. but the chaos continues.
I have gone to bulk editing and clicked edit and submit (without changing anything) to try to update everything…this has worked for some of the listings.
It is not all listings and it is hit or miss wether a listing has the correct ship to country listed and it is affecting all shipping policy.
Note: even though she was in a country on the exclusion list she was able to see my product…and also purchase it and it went threw GSP. (Even eBay rep was confused over this.)
I saw here were a few others had this problem… Solution or Suggestions
The only way to see this problem is to open your active listings and click on payment/shipping tab to see what your exclusion list is.

I have the exact same issue going on for about 6 months. I have done exactly what you have done, talked to the same people and gone through the same corrective process with the same results. The rep said everything can be seen on the channels in all of those countries. we still have a whole lot showing excluded countries.
I asked the rep, that even though potential buyers in foreign countries can see our store, items and price, what do they see when they click on the shipping tab. All I see state side when I click on the ship from what country tab is USA, Canada and Mexico.. all others are in the excluded list. I mention so what if they can see the products, if when they click on their country or try to see what the total costs are going to be, are they getting any numbers quoted to them.
I just gave up, been too busy because it was year end, year end tax close out, and a lot of back log to enter. Only had one Foreign sale since Oct. or Nov.
My rep said she would put in a work order to check this out and fix it and just be patient and it will all work itself out. Yeah, sure. Six months later and no foreign sales so guess she was wrong.
I just dread going back through all of this again. Uggh.. just putting it off and continue to work on store and shipping USA sales.

The only other thing I can think of is if shipping that item to that country is prohibited. I had someone in Brazil try to buy a pastel painting, but said that he couldn’t due to restrictions.
Just a guess. What was the item your UK person wanted to buy?

Every time a policy is used it is tapping into an algorithm based on other data.
Try going to Account Settings (part of the drop down on the left side where your name is). Then go down to site preferences and click. Look for shipping preferences. Then look down to where it says Exclude shipping preferences. Look all the way over to the right and click on edit to see what has been marked.

Mike MDC Gallery…..6 months …. oh dear……well at least you have Mexico. 🙂
The first representative say “well at least your items are still available for sale in US and Canada.” (I don’t have Mexico on my list) …sigh.To hear you’ve been dealing with this for 6 months is very very discouraging.
I have just reopened my store and am pushing hard to make some money…. in the very least this can not be helping.
Sharyn, it was a book… Vintage Danny Kaye Children’s story Book. (Media Mail item.) although all of my shipping policies are equally with or without exclusion lists…it seems random.
I have gone to account settings and there were no countries selected…but there is a box marked Global shipping program settings I have now checked “override my shipping exclusions for Global Shipping Program eligible items”
Thank you AdventureETwo representatives have also said they will make notes and have someone look into it…although when asked they said there in no notice on this problem.
I hope this get resolved.
I really don’t have the time or patience to call eBay about this anymore.
I think I will use that energy instead to work on some other venues.
I would also appreciate any information.

I have no exclusions. And I had a similar issue and no matter what I did it would not fix. I finally had two similar items listed that had different exclusions and finally a rep understood me and it was corrected on their end. This was a few weeks ago.

There aren’t any exclusions on books except for something obscene, so that wouldn’t be the issue here.

A Solution?!
I finally found a representative who has given a quick “fix” to this problem.
Put a country your exclusion list…. I now exclude shipping to Micronesia …. it has updated to allow all other countries …except Micronesia.

Yeah there.. Just now saw your post. As I stated several months ago when you posted this that I have had this issue also for a very long time. Nobody really understood at Ebay either and I was hoping at some point someone would post a work around or a fix. I have had no Foreign Sales for the whole time, Due to I think, that every country on the planet is in my “Excluded List”, even though in my preferences as Advent.E says, I don’t have any exclsuions checked off.
So, now I will try your work around and go and select just one country to “exclude” and see if all of my listings will reset and all of the exclusions will go away.
Since we only use the GSP, the only exclusions should be the ones that Ebay’s GSP will not ship to.
Will let you know if it works for me.

Hi Everyone,
I had the same problem with countries being excluded no matter what I did or reset… You all have probably tried this already but here is one more thing to look at if this glitch is happening to you:
Go to Account Settings –> Site Preferences –> Shipping Preferences (select Show)
Once this section expands you will see “Exclude Shipping Locations from your listings” **Make sure this says “No”… but even if it DOES… hit “Edit” anyway… and make sure all the countries listed are unchecked.-

Done this also and nope. This have a long paragraph of countries that are excluded but all of the preferences mention here have been checked and double checked. The overide the GSB program is NOT checked. Opened each region continent sections and no countries are checked, except now one “Moldavia”, 🙂 LOL, which I tried as suggested above, nope and double nope. I have a list of 3 or 4 things I wish to discuss with an Ebay calla and this topic is still on the list. Just waiting until I have the time to sit and go through all of it with a rep.

I was reading through the posts here and realized that what may be occuring is what I had happen.
When I was trying to change shipping options in a sell similar, it did not work. I called ebay and learned that shipping options can only be changed in a new listing not a sell similar -sell similar still has programming from the original listing. Once the change occurs in the new listing, it will be saved for future listings but it does not apply to previous listings.
In addition, when shipping changes are made under the shipping preferences in Account settings, they only apply to new listings and can not be applied to previous listings. In order to apply them to previous listings, the listing has to be ended and created as new. Otherwise, each listing will have to be edited as to where the seller wishes to ship to.

AdventureE, I think you might be onto something, I am going to experiment with your hypothesis… I still have US Protectorates and APO’s excluded no matter what I do. (At one point I had created a shipping policy eliminating them a long while back… and I just cannot get them “unstuck” no matter what I have tried to do on my own) – I usually always use “Sell similar” so I will try some new listings and let you know.

I did not edit individual listings.
I have set up shipping policies (business policy) so I can override all listings using that policy.
First edit the shipping policy.
In the policy area it will show how many listings are using that shipping policy. example (48) click on that number and edit… brings you to bulk edit. You do not have to do anything to each individual listing simply click ‘save’ at the bottom and it will update those listing to the new policy change.
I do not have Anchor support so when I call and the automated asks what the problem is I have learned to say “technical” and wait for someone preferebly US who is able to understand me and the problem.
Yes I will hang up when I get representatives that have no idea what I am talking about.
I usually save a list of issues for when I get a good rep.He also told me yesterday eBay was having a lot of problems with slow pages and old reminders showing up.
I actually had a listing pop back into drafts that I had deleted a month ago… yea there is a lot going on.
